ECCB CLEARS NEW FURNITURE SCHEME / FITMENT FORMULA

IMPROVEMENT IN TERMS & CONDITIONS OF SERVICE OF MEDICAL OFFICERS

APPEAL FOR SPECIAL CONTRIBUTION

Dear Comrades,

We wish our members a very Happy & Prosperous New Year, 2007.

Further to our Circular No. 14 dated the 27th November, 2006 vide which we had apprised the members regarding improvements in the conveyance scheme and newspaper/magazine entitlements, we are happy to inform members that the Executive Committee of the Central Board at its meeting held on the 12th January, 2007 has since approved the new comprehensive scheme for providing furniture along with payment of maintenance allowance as also it has cleared the new fitment formula for new promotees. The salient features of these are as under:

New Furniture Scheme

The monetary ceilings for purchase of furniture/fixtures for various scales / grades will be

a) Sl No. Scale/Grade Quantum of amount

ii) MMG-II & III Rs. 1,00,000/-

iii) Scale - IV Rs. 1,10,000/-

iv) Scale-V Rs. 1,75,000/-

Furniture Maintenance Allowance

b) On account of continuous discussions and negotiations by the Federation with the Bank, a unique new benefit has been introduced by the Bank by the name of Furniture Maintenance Allowance in terms of which all Officers upto SMG Scale-V will be given lumpsum reimbursement of expenses for undertaking repairs, insurance etc. of the furniture provided to them at the following rates:

The amount has to be claimed once in a year in the month of July. However no reimbursement is permitted within one year from the purchase of new furniture/fixture

c) The proposed scheme covers all the officers up to SMGS V except officers joined on contract basis, and drawing salary on CTC basis

d) The Furniture/Fixtures have to be purchased from open market. The standard list of items will be provided by the bank.

e) The original cost of existing furniture will be deducted from the eligible ceiling, if the life of the furniture is less than 10 years.

f) The officers have to carry the furniture on transfer within the eligible transportation charges for house hold articles.

g) On promotion from one scale / grade to other, officers may purchase additional items within ceiling applicable to the new grade/scale.

h) The furniture has to be used for 10 years and thereafter new set will be provided. This facility is limited to three times in a service.

i) The officers will be permitted to draw advance for purchase of furniture/fixtures. The cash memo/receipt/ bills of purchase have to be given to the bank within one month. The designated authority will verify the new furniture with the bills.

j) The rent of furniture/fixture at 0.40% of basic pay will be recovered from salary and allowance.

k) On retirement / VRS / Exit / Removal / Dismissal of the officer, if the officer has put in more than 5 years of service from the date of purchase of furniture and fixture he will be permitted to retain the Furniture and fixtures free of cost. However if the service is less than 5 years, book value will be recovered.

l) On death of an officer, family of the deceased officer will be allowed to retain the furniture and fixture free of cost

3. Comrades, it is a new year gift in the form of a comprehensive furniture scheme for our members. We are sure that our members will be able to derive a lot of satisfaction when the scheme is implemented in all the Modules. The instructions from bank are awaited.

New Fitment Formula Settled

In the course of last few revisions, the differentials on promotion were getting eroded due to a number of new allowances introduced to the clerical staff in wage revisions. In this background, our Federation had demanded a fitment formula which would not only ensure protection of emoluments and differentials but will also provide some additional benefit to the newly promoted Officer as a motivation for his promotion. After lot of discussions, debates and protracted negotiations, a fitment formula was finally settled between the Federation and the Bank which takes care of the above requirements and which is the best fitment formula ever settled for promotee officers. The salient features of new fitment formula approved by the Executive Committee of the Central Board at its meeting held on 12th January, 2007 are as under :

(i) In the new fitment formula, the differential of 20th stage i.e. Rs. 2,230/- which corresponds to Rs.1,860/- in terms of Eighth Bipartite Settlement will be protected w.e.f. 01.11.2002 (i.e. the date from which the last wage revision for officers came into effect) and consequent upon increase in special pay of Special Assistants , the protection will be increased to Rs. 2,500/- w.e.f. 01.07.2005. The shortfall, if any, will be paid as Adjusting Pay which will qualify for DA and superannuation benefits. The Adjusting pay will get reduced by the amount of increments/FPP/PQP released to the officer after the effective date of fitment till the Adjusting Pay becomes nil.

(ii) In case of officers who are promoted after reaching the maximum of clerical pay, in addition to Adjusting Pay, an amount of Rs. 560/- will be paid as "Personal Allowance' which will not qualify for DA, HRA, CCA and superannuation benefits and will continue to be paid till the officer reaches the Basic Pay of Rs. 22,900/- Thereafter, the Personal Allowance will be tapered at the rate of ½ of the allowance in two installments from future increments/FPP/PQP.

(iii) The inter se anomalies, if any on account of revised formula will be looked into on case-to-case basis.

Improvement in the Terms & Conditions

of service of Medical Officers

We are happy to advise our Medical Officer members that as a result of continuous efforts and pursuasions of the Federation, following improvements in the terms & conditions of the service of Medical Officers have been agreed by the Bank and approved by the Executive Committee of the Central Board at its meeting held on the 12th January, 2007.

i. 4 more increments will be given in the scale to Senior Medical Officers after they reach the maximum of Rs.19,920 /-. They will be notionally fitted in the scale and no arrears will be paid to them. The fitment shall take effect from 1.11.2006.

ii. Full time Medical Officers will be reimbursed medical bills in respect of their spouse even if the spouse is a medical practitioner. Medical bill will be reimbursed for hospitalisation charges only up to 75% of the expenditure as usual for the dependent family member. Further, earning children having income upto Rs. 2550/-pm. will be deemed dependent on the officer. ( There will be no change in the instructions for part time Medical Officers.)

iii. Non- practicing allowance may be paid to full time Medical

iv. Officers @ 15 % of the Basic Pay, with effect from 1.11.2006.

2. The Revised scale of part time Senior Medical Officers in MMGS II with effect from 1.11.2006 will be :

There will be no change in the part time Medical Officers scale-I.

3. We congratulate Medical Officers for their patience and confidence reposed in the Federation.

Implementation of MoU dated 12.12.2005

Members would please recall that the Federation had given call for 1 day token strike which was to be observed on the 15th December, 2005. After carrying out series of agitational programmes, finally an understanding was reached with the management in terms of which the Bank had agreed to resolve the following issues :

a) Revision of Fitment Formula

b) Introduction of Comprehensive Scheme for Provision of Furniture to Officers

c) Restoration of Conveyance to Pre-Gulf War Ceilings

d) Revision of Entertainment Allowance

e) Revision of Out-of-Pocket Expenses

f) Promotion of JMGS-I to MMGS-II Officers promoted from 1981 (through a special dispensation channel)

In addition to the above, Bank had agreed to continue discussions on the following issues with a view to arriving at a settlement in due course.

i) Self Lease/Review of Economic Rent Criteria

ii) Introduction of Servant Allowance to Officers JMGS-I to MMGS-III / Improvement of Ceiling for Servant Allowance for Officers in SMGS-IV & above.

iii) Further improvement in the Conveyance Reimbursement Scheme - Increase in the Quantum of Petrol beyond the Pre-Gulf War Level.

Members would observe that the Memorandum of Understanding dated 12.12.2005 has now been largely implemented in respect of following issues :

In addition to the items covered by the MoU dated 12.12.2005, following further benefits have been settled on account of continuous negotiations and pursuasions by the Federation, as detailed in our Circular No. 14 dated 27.11.2006.

i) Increase in the ceiling in respect of reimbursement of petrol expenses by 10, 15 & 20 ltrs. for different category of Officers.

ii) Substantial increase in the ceiling for reimbursement of expenses incurred on newspapers/magazines

Recently, the Bank has also agreed to the demand of the Federation to increase the out-of-pocket expenses for local deputation when the journey is completed on the same day from the present ceiling of Rs. 100/- to a ceiling of half of the halting allowance or Rs. 275/-, whichever is lower, w.e.f. 1st December, 2006.

After settlement of all the above issues, the following issues are currently under discussion between the Bank and the Federation, which also are likely to be resolved shortly.

i) Out-of-Pocket expenses payable to Officers posted in Service Branch, Airport Offices etc.

ii) Servant Allowance to Officers in JMGS-I to MMGS-III / Improvement in the amount of Servant Allowance payable to SMGS-IV & above.

iii) Demand for Self Lease / Review of Economic Rent Criteria.

Comrades, the above improvements in the various service conditions are very very substantial improvements which would no doubt give substantial financial benefit to a large number of Officers across the board and are a matter of immense satisfaction to all of us.

Appeal for a Special Contribution

In view of a number of financial benefits accruing to the Officers, the Central Committee at its last meeting held at New Delhi on the 28th November, 2006 decided to collect a one time special contribution from all the members at the following rates for using the amount, so collected, for payment of the Building Loan taken from State Bank of India for our school building at Jaipur and for adding one more floor to the existing building to take care of requirement of the additional space.

All Officers in JMGS-I Rs. 350/-

All Officers in MMGS-II & III Rs. 500/-

All Officers in SMGS-IV & V Rs. 700/-

Comrade, the above amount of special contribution is a very meagre amount which is just equal to one month disbursement on account of newspaper/magazine and the cause for which this special contribution is being raised, i.e. our SBIOA Public School at Jaipur, is very laudable. We, therefore, fervently appeal to all our members to pay this contribution and are confident that all our members will rise to the occasion.

VACANCIES IN INSPECTION DEPARTMENT (MOBILE DUTY)

INTER CIRCLE TRANSFER etc.

Quite often, a number of our members approach the Association/Circle Management with requests for transfer to Inspection Department on Mobile Duty but both the Management as also the Association find it difficult to get the requests considered on piecemeal basis for various reasons. Very often, when new batches of Senior Management Grade Scale-IV & V are promoted, newly promoted Officers in these scales are subjected to inter circle transfer to Ahmedabad, Guwahati, etc. etc. which many Officers find inconvenient for various reasons and approach the Association/Management for cancellation, modification of the transfer orders.

After the current year's exercise for promotion to SMGS-IV & V, as per the assessment made by the Corporate Centre, Delhi Circle is surplus by a large number of Scale-IV & V Officers. We understand that the Corporate Centre is intending to transfer a large number of Scale-IV Officers from Delhi Circle to Inspection Department and likewise a good number of Officers in Scale-V are being considered for transfer to Corporate Centre. Some Officers in Scale-IV / V are also proposed to be transferred to Bhopal Circle, CAG Mumbai, etc. etc. The Corporate Centre, in consultation with the Circle Management, is in the process of formulating some policy for effecting transfer of Officers to these outfits. The Corporate Centre has advised the Federation that transfer orders once issued shall not be cancelled/modified.

In view of the above, it would be better if our members, who may be willing for transfer to Inspection Department, immediately give their options either directly to the Bank or through us. New promotee Officers in Scale-IV & V may also give their option for Inspection Department and Corporate Centre, respectively, as also for other Circles as mentioned above so that to the extent, willing people are available, their cases may be taken up for consideration with the Bank before the Bank proceeds to transfer Officers in its own way.

ONE DAY SUPPORTIVE STRIKE ON 30.03.2007

STRIKE CALL BY UFBU

We refer to the strike call given by UFBU in connection with long pending demands, such as 2nd option on Pension, restoration of Compassionate Appointment Scheme, Recruitment of Officers and Employees and Opposing Outsourcing in banking industry. There will be three days country-wide strike by bankmen on 28th, 29th & 30th March 2007 followed by indefinite strike from 3rd May 07.

2. The Executive Committee of AISBOF at its meeting held on 3rd December, 2006 at Udaipur, after detailed discussion, took a decision to extend fraternal support to the UFBU agitation programme by observing a day's supportive strike during the indefinite strike. The E. C. decision of AISBOF was conveyed to the AIBOC at its E.C. meeting held at Hyderabad on 4th & 5th January 07. Subsequently, the stand of AISBOF was conveyed to UFBU also at its meeting held at Mumbai on 11th February '07 and at Delhi on 1st March '07. The affiliates of AIBOC and Constituents of UFBU requested the AISBOF to reconsider their earlier decision and strengthen the hands by joining in three days strike action during March, 2007 and indefinite strike from 3rd May, 2007 onwards. We are informed that the All India SBI Staff Federation have decided to participate in three days strike in March and indefinite strike in May 2007.

3. In view of above, the Presidents & General Secretaries of our affiliates met at Ahmedabad on 8.3.07 and have threadbare discussions on the proposed strikes in the banking industry and the role of AISBOF. It is a fact that AISBOF had participated in all earlier strikes for securing pension benefit to other banks and subsequent demands for 2nd option on pension. In between there was a joint indefinite strike for 7 days in April '06 in SBI for improvements in superannuation benefits. Keeping in view the above facts, the following decision was taken in the said meeting held at Ahmedabad.

4. The Pension scheme available to Public Sector banks is applicable to officers and employees of Associate Banks also. The Associate Banks' Officers' Association (ABOA), an affiliate of AISBOF is directly affiliated to AIBOC also. Hence, the ABOA will observe all programmes of UFBU including 3 days strike in March and indefinite strike from 3rd May '07 onwards.

5. A conciliatory meeting was called by the Dy. Labour Commissioner on 8th March '07 at Mumbai. The next conciliatory meeting will be held on 14.03.07 at mumbai. A meeting with the IBA Chairman scheduled on 10.3.07 is postponed.

6. Comrades, the AISBOF known for its militancy and fighting for members' rights will be in the forefront in all trade union activities in the banking industry. Let us be part of historic struggle in the banking industry by participating in the above action programmes whole-heartedly. We are confident of victory with the continued support of militant and committed membership in the banking industry.

Dear Comrades,

One of the protocol services, the Association traditionally renders to the visiting Office Bearers of other Circles/Federation is to receive/see off them at the Airport/Railway Station etc. whenever they visit Delhi for organizational and even personal work. This job is required to be performed by office bearers particularly the senior office bearers. It has, however, been our experience that whenever office bearers are called upon to perform this duty, often they show reluctance on one or the other pretext. This is viewed by us with disfavour. Being an office bearer of the Association is in itself a big recognition vis-à-vis the Management/Members and the society at large. A number of other benefits also accrue to the office bearers in the form of lighter official duties, better placements etc. etc. On top of it, various benefits are extended to the office bearers from the Association as well.

In this background, reluctance on the part of any office bearers, big or small, in performance of duties assigned by organization particularly the pleasant duty of receiving/dropping the dignitaries from other Circles cannot be accepted.

Trade Union work by nature is a strenuous work and should be taken up only by those persons who are willing to come out of their comfort zones at all times particularly in the times of need of the organization. We hope, this message shall be taken by all our office bearers in good spirit and they will act accordingly in future as is expected of them by the organization.

We advise that the Executive Committee of the Association at its meeting held on Wednesday, the 28th February, 2006 at New Delhi decided to hold the elections for the Zonal Committee-II, Uttranchal Module comprising of Kumaoan Region Branches/Offices.

As per the decision, which will be ratified by the Central Committee shortly, all those members who would have paid their subscription upto March 2007 and levy as requested vide our Circular No. 20 dated 7.7.2005 and No. 01 dated 15.01.2007 by 10th April, 2007 will be eligible to contest the elections and cast their votes. UNDERSTANDING REACHED WITH THE INDIAN BANKS'

ASSOCIATION BEFORE THE CHIEF LABOUR COMMISSIONER (CENTRAL), DELHI

STRIKE ACTION DEFERRED

The United Forum of Bank unions leadership met the Hon'ble Finance Minister, Shri P. Chidambaram at Delhi today and forcefully presented the issues of strike before him. The Finance Minister, after hearing the leadership, has assured that the Indian Banks' Association will be advised to hold discussions with United Forum of Bank Unions to resolve the issues in a time bound manner.

Thereafter, the Indian Banks' Association team led by Shri H.N. Sinor at the meeting held at Delhi today at 2.00 PM has assured that the issues will be settled amicably and requested the Unions to withdraw the strike.

The meeting with the Chief Labour Commissioner (Central) was held at 3.30 PM in his Office at Delhi and suitable minutes were drawn up. A copy of the minutes is annexed. Accordingly, the proposed agitation programme including strike action is deferred.

The long pending issues are getting resolved now only through agitation by the United Forum of Bank Unions. We congratulate entire membership for implementing all the action programmes with full zeal but for which we could not have reached an understanding to break the deadlock.

Comrades, the United Forum of Bank unions will be following up the matter with the Indian Banks' Association to ensure implementation of understandings in a time frame. We, once again, congratulate our membership for the unity, determination and whole hearted participation in the action programme.

NEW FURNITURE SCHEME - IMPROVEMENTS

Please refer to our Circular No. 01 dated 15.1.2007 on the above subject. In this connection, our Federation has negotiated several improvements in the new scheme as detailed in the Corporate Centre recent Circular No. CDO/P&HRD-PM/80/2006-07 dated 29.3.2007 reproduced below.

PROVISION OF FURNITURE & FIXTURES: NEW SCHEME

CLARIFICATIONS

We refer to our Circular letter no. CDO/PM/16/CIR/59 dated 25.1.2007 wherein details of the new scheme for provision of furniture/fixtures provided at the residential accommodation of officers in SMGS V and below were advised. In this connection, we have received several suggestions, references, queries and doubts from various sources and provide clarifications of those points raised hereunder:

(i) The following procedure and authority structure for sanction of advance and passing of entries in regard to purchases of furniture/fixtures be followed:

For officers posted in:

(a) Branches: The advance may be sanctioned by the Branch Manager. On receipt of bills/vouchers the entry will be reversed and fixed assets/Charges A/c (as the case may be for various items as per the existing instructions) will be debited by the Branch Manager. Records of all the purchases will be maintained at the respective branches. In case of the Branch Manager, the advance and debit to fixed assets/charges a/c will be made with the prior approval of the AGM (Ops)/Controllers.

(b) ZO: The advance may be sanctioned by CM(OAD) and the entry will be reversed on receipt of bills by CM(OAD). Records of all the purchases will be maintained in the Office Administration Department at the ZO.

(c) LHO: The advance may be sanctioned by AGM(OAD) on the recommendation of Estate Department, LHO and the entry of Suspense A/c will be reversed by OAD on receipt of confirmation by the Estate Department in regard to purchases of items. Records of all purchases made by individual officers will be maintained by Estate Dept. as hitherto.

(d) Corporate Centre: The advance may be sanctioned by AGM(OAD) on the recommendation of Estate Department, Corporate Centre. The entry of suspense will be reversed by OAD on receipt of confirmation by the Estate Department A/c of the purchases made. In Corporate Centre establishment where Estate Department is not in place, AGM(OAD) will exercise all powers mentioned above.

Records/Bills/Vouchers of all purchases made will be maintained individual officer-wise by the branch/respective office.

(ii) Writing off:

The following authority structure for writing off the book value of the furniture/fixtures for the serving officers and retirees/exit optees may be followed in respect of the items to be written off from the book value of the items as per the New Scheme:

For officers posted in:

Branch / ZO : AGM (Ops) & where AGM (Ops) is not in position, the senior-most AGM (Region).

LHO : AGM (Premises & Estate)

CC/CC establishments :DGM (Estate) & where DGM (Estate) is not in position, the AGM (OAD)

(iii) THE RECKONING DATE FOR FURNITURE/FIXTURES: A doubt has arisen whether the date of supply of furniture/fixtures at the officers residence or the date of original purchase is to be reckoned for calculating the holding period of furniture/fixtures. In this connection, we clarify that the date of purchase of the item of furniture/fixtures should be the base for calculating the number of years while transferring the ownership to the concerned officer/retirees.

(iv) PAYMENT OF THE LUMPSUM AMOUNT FOR REPAIRS ETC: In terms of our Circular dated 25.1.2007, the lumpsum amount for reimbursement of expenses on account of repairs, annual maintainence charges etc., will be payable to the officer on certificate basis every year in July. It has now been decided that those officers who avail the facility of the new scheme on or before the 30th September 2007, as also those officers who are already in possession of furniture/fixtures supplied by the Bank, shall be given the lumpsum amount as per the eligibility in January 2008 and those officers who will avail the facility for the first time from October 2007 onwards shall be paid the lumpsum amount in January 2009. Thereafter, the next lumpsum amount shall be payable every year in January provided that where the reimbursement for furniture/fixtures is made for the first time to an officer in any year, the first payment of the lumpsum amount will be made in the month of January that falls at least 9 (nine) months after the date of purchase of furniture/fixtures.

(v) TAXES: In terms of our Circular dated 25.1.2007 the revised ceilings for purchase of furniture/fixtures for various grades of officers have been made inclusive of taxes. It is now clarified that such revised ceilings (viz., Rs 1,75,000/-, Rs 1,10,000/-, Rs 1,00,000/- & Rs 90,000/- etc.) shall be exclusive of taxes.

(vi) COMMON LIST OF ITEMS: In terms of our Circular dated 25.1.2007, standard lists of items for purchase of furniture/fixtures were furnished for different grades of officers. It was stated that as an officer has to purchase within the ceiling specified, wider choice may be given to him. Therefore, it has now been decided to have a common standard list of items for purchase of furniture/fixtures for all grades of officers in SMGS V or below. However, some additional items have been mentioned separately only for the officers in Scale V. The list is exhaustive and an officer has to purchase within the ceiling stipulated for his grade/scale. The list is enclosed as Annexure to this letter.

(vii) INSURANCE: In terms of Circular dated 25.1.2007 an officer is required to insure the items of furniture/fixture in his possession at his own cost. It has now been decided to do away with this requirement and the existing arrangement of insurance cost to be borne by the Bank shall continue. The officer will not be required to insure the items at his own cost. However, in case of transfer/shifting of furniture/fixtures, the officers will have to bear the cost of transit insurance.

(viii) OFFICERS ON PROBATION: The new scheme applies to all the confirmed officers, including officers in specialist category in JMGS I to SMGS V who are governed by the SBIOSR, 1992. However, it was pointed out that officers on probation were earlier supplied with fixtures at leased house accommodation. Accordingly, it has been decided that the officers on probation may be given upto Rs 20,000/- toward fixtures and after confirmation, they will be entitled for the balance amount (i.e. eligibility minus Rs 20,000/-) as per their eligibility under the scheme. However, if an officer resigns/or his services are terminated before confirmation of service, the entire purchase cost of fixtures given to him will be recovered from him.

(ix) RETIRING OFFICERS: In terms of our above mentioned circular dated 25.1.2007 all the retiring officers after the issuance of circular are to be governed by the new scheme. It was pointed out that some retiring officers may face hardship on this count because they were not mentally prepared for this. Therefore, it has been decided that any officer retiring on or before the 31st March 2008 will have an option to either join the new scheme or to continue with the old scheme. If he joins the new scheme, he shall have to purchase all the items supplied to him at the book value including the old ones if the items are less than 5 years old (from the date of purchase) as is envisaged in the new scheme. If the officer does not opt for the new scheme, his old entitlement shall continue and the previous instructions for purchase or return of furniture/fixtures shall apply to him. The concerned officers should submit their option on or before the 30th April, 2007 for this purpose. If they fail to opt within the stipulated time, it will be deemed that they have opted for the new scheme.

(x) CURTAINS, MATTRESSES AND CARPETS: It has been decided that the value of existing curtains and netlons that are more than 3 years old, existing mattresses which are more than 3 years old and existing carpets which are more than 6 years old may be treated as Nil. However, these instructions are meant only for the existing curtains/carpets/mattresses supplied under the old scheme and NOT for the curtains/carpets/mattresses supplied/to be supplied under the new scheme.

(xi) TRANSFER OF OWNERSHIP: A doubt has been raised in regard to items of furniture/fixtures which are more than 10 years old and the matter regarding transfer of ownership in the name of the officer. We re-iterate that our above mentioned circular dated 25.1.2007 clearly mentions that officers who are holding the furniture/fixtures which are more than 10 years old will be vested with the transfer of ownership of such furniture/fixtures. The original cost of such items shall be reduced from the aggregate cost of the furniture which they are holding while working out their fresh entitlement.

(xii) RETIREMENT/EXIT OPTION ETC. A doubt has been raised in regard to items of furniture/fixtures supplied to the retiree/exit optees etc. We clarify that where the date of purchase of furniture/fixtures is less than 5 years on the date of retirement, the book value is to be recovered from the terminal dues under the new scheme. If the date of purchase is more than 5 years for such items on the date of retirement/exit etc. the items will be given to the officer free of cost and the book value of the same will be written off from the Bank's book under the new scheme. The book value will be written off by debiting the Charges A/c.

(xiii) NUMBER OF REQUESTS FOR PURCHASE OF ITEMS: In terms of our above mentioned circular dated 25.1.2007 as the cycle of 10 years for furniture/fixtures is to be maintained, the officer is eligible to claim his fresh entitlement as and when the tenure of 10 years of the furniture/fixtures items is completed. As only accounting entry is to be passed, it will not cause extra burden to the operating functionaries. The officer concerned, who opts for purchase of items, if he so desires, may keep Xerox copies of purchase vouchers with them for ready reference. However, as per the new scheme, the stipulation of purchase of items for a maximum of 3 times in the entire service career will continue to apply.

(xiv) SUPPLY FROM GODOWN: No item of furniture/fixtures is to be supplied from the godown. The existing furniture/fixtures lying in Bank's godown should be auctioned at the book value or the estimated market value whichever is higher as the floor price. The amount received on sale/auction will be credited to Bank's fixed assets account or charges account as the case may be. Usual precautions for the sale of such old items will have to be taken by the concerned functionaries.

(xv) REIMBURSEMENT FOR PURCHASES MADE FROM OWN RESOURCES: Normally an officer should purchase the items after taking advance from the Bank. At the time of sanctioning the advance, the eligibility of officers will be subjected to scrutiny and thereby the transaction will be as per the norms. However, in exceptional cases where an officer has purchased some items from his own resources after issuance of the Circular dated 25.1.2007 from a center stipulated in that Circular and it is found that the purchase(s), and eligibility etc. are in order, such reimbursement may be permitted on a case to case basis.

(xvi) IBTO/IBO: Like other officers, they will also be required to keep the furniture/fixtures. During the period they remain posted abroad, this scheme shall not be applicable to them. However, if some items of furniture/fixtures get more than 10 years old during their posting abroad, they shall be entitled to purchase new items in lieu thereof after they are repatriated and posted in India.

(xvii) VERIFICATION OF ITEMS WHEN LEASED HOUSE IS PROVIDED AT A DIFFERENT CENTRE: In cases where an officer has been provided with a leased house accommodation at a centre other than his place of posting and he purchases the item after taking advance from his branch/office of posting, he will be required to purchase items from the centre of his leased accommodation as mentioned in the new scheme and submit bills/vouchers as usual to reverse the Suspense A/c entry. An officer of the branch nearest to the residential accommodation provided to the officer should be entrusted by the controllers to verify the items and submit his report.

2. Please arrange to advise all officers/branches under your control for meticulous compliance of the instructions.

ONE DAY TOKEN STRIKE ON 18TH JUNE, 2007

The industrial relations climate in the Circle has been constantly deteriorating for the last several months on account of inaction of the Circle Management with regard to issues pertaining to the Officers. Having patiently negotiated for a long time, having given enough time to the Management to resolve these issues through meetings, letters, memorandum etc., but on account of Management's failure to deliver justice, the Circle Association was left with no other alternative but to give a call for agitation culminating in one day's token strike on Monday, the 18th June, 2007. UNILATERAL ACTIONS OF THE MANAGEMENT

FAILURE TO IMPLEMENT AGREEMENTS

FEDERATION GIVES CALL FOR COUNTRY WIDE

PROTEST STRIKE ON 8TH JUNE, 2007

AGITATION TO COMMENCE ON THE MAY DAY

Fed up with the unabated and growing unilateralism on the part of Corporate Centre Management and their utter failure in implementing various understandings, the All India State Bank Officers Federation has given call for agitation and country wide protest strike on Friday, the 8th June, 2007. Strike notice has since been served on the Chairman, SBI, Corporate Centre, Mumbai. Issues of the strike are as under :

ISSUES

i) Shortage of Officers;

ii) Abolition of Cash Officer position in non-currency chest branches;

iii) Violation of existing agreements - Promotion Policy - Recruitment etc.;

iv) Failure to honour MoUs signed in December, 2005 and December, 2006 - Fitment Formula, Self Lease, Out of Pocket expenses, automatic promotion from JMGS-I to MMGS-II, Servant Allowance to Officers Scale-I to III etc.;

v) Unilateral actions of the Management

- tinkering with the promotion policy upto Scale-V;

- recruitment of officers on contract basis;

- dilution of promotion policy for JMGS-I;

- deduction of rate of interest on staff deposits;

- outsourcing of core banking functions in rural area;

- outsourcing of asset verification and auditing;

- denial of superannuation scheme to new recruits;

- entrusting clerical duties to officers in the name of BPR;

- imposing revised categorisation norms;

- abolishing 8000 Cash Officer positions.

vi) Disproportionate punishments in disciplinary cases;

vii) Confirmation of MROs in the service;

e) Recruitment of adequate number of officers and clerical staff on permanent basis as assured to the Federation on earlier occasions.

f) Uniform procedure in departmental enquiries and review of disproportionate penalties.

g) Confirmation of MROs in the Bank on permanent basis.

h) Withdrawal of instructions emanating from BPR and I.T. departments  altering the role contents of officers.

i) Withdrawal of instructions for posting Special Assistants as Cash Officers in non-currency chest branches etc.

A separate note detailing with the facts of each of the case is enclosed.

2. Please note that in the event of the issues remaining unresolved, the Federation will resort to further organizational actions including strike for longer periods.

AGITATION PROGRAMME

MASSIVE DEMONSTRATIONS THROUGHOUT THE COUNTRY

AN INSPIRING BEGINNING

Please refer to our Circular No.44 dated 21st April 2007.

2. The reports from our affiliates, throughout the country, on successful implementation of first stage of agitation programme, have enthused the leadership to march forward to achieve the just and right demands of membership.  We congratulate our militant membership for their whole-hearted participation in the Demonstrations.  We are happy to know that, our membership assembled before LHOs , ZOs and Corporate Centre units to demonstrate during lunch time on 3rd May 2007.  The message of entire membership has reached  the Top Management.  We understand that, telegrams have reached the Chairman, conveying the resentment of membership on unilateral actions of the management and non-implementation of agreed understandings on a number of service conditions.

3. The General Secretaries of all our affiliates met on 3.5.2007 at Federation Office, 10th Floor, Corporate Centre, Mumbai to chalk out further course of action in connection with the agitation.  The work-to-rule programme has commenced from 1st May, 2007 with all seriousness throughout the country.  The following programmes have been finalized, in addition to the action programmes mentioned in our above referred circular:

a) The Officers designated as CROs are not to accept the cash at counters;

b) The Officers have to observe normal working hours;

c) The Officers have to do strictly supervisory functions only;

d) Any original / clerical work should not be performed by Officers;

e) Not to attend office for any purpose on  Sunday / weekly off-days and holidays;

f) The migration of branches to CBS to be stopped forthwith, until all problems relating to CBS are resolved by the Management;

g) Demonstrations to continue as advised earlier, including 31.5.2007 and 4.6.2007;

h) Dharna by Federation leadership before Corporate Centre on 4th June 2007;

i) Affiliates to organize meetings at important Centres.

4. Comrades, the action programmes have to be implemented in right spirit.  Clarifications required, if any, are to be obtained from your affiliate.  We are confident that we will come out with flying colours.

CIRCLE LEVEL AGITATION

LUNCH HOUR DEMONSTRATION OF 14TH & 21ST MAY SUSPENDED

In response to our strike notice for agitation and one day token strike at Circle level on the 18th June 2007, the Circle Management invited us for discussion and we have, so far, had three rounds of discussions with them on the 10.5.2007, 12.5.2007 and this morning. The Circle Management has asked for some time to resolve some of the contentious issues.

In view of the appeal made by the General Manager (Network-I) and to create a congenial atmosphere for resolution of the issues, it has been decided to suspend the agitation for a period of 10 days up to 23rd May 2007, the date on which the Circle Management has agreed to convene a meeting of the Circle Negotiating Council at Delhi. However, the agitation launched by the All India State Bank Officers Federation continues. We request the members to act accordingly.

In view of the above, the demonstration scheduled to be held today and 21st May 2007 for the Circle level agitation has been called off. We shall revert back to the members about the latest position of Circle level agitation after the CNC meeting on the 23rd May, 2007. Meanwhile, all members are requested to continue the Federation level agitation with full vigour.

UNDERSTANDING REACHED

ALL INDIA AGITATION DEFERRED

We are happy to advise members that the next round of talks between the Management at Corporate Centre and the leadership of All India State Bank Officers Federation resumed yesterday and an understanding was reached on some of the issues. In view of the said understanding, details of which are awaited, and in order to create a congenial climate for discussion on the residual issues, the agitation programme outlined in our Circular No. 10 dated the 1st May 2007, including one day token strike proposed for the 8th June, 2007 has been deferred. The details of the understanding will be advised to the members as soon as the same are received by us from the Federation.

A General Body Meeting of Members will also be held on Monday, the 21st May, 2007 in the Car Parking, LHO Compound at 1.30 pm to apprise the members of the developments in detail.

As regards, the Circle level agitation and the proposed strike for 18th June 2007, please refer to our Circular No. 18 dated the 14th May 2007 by which we had advised that the same has been suspended for a period of 10 days i.e. upto 23rd May, 2007.

We congratulate all our members for their unstinted support and for effective implementation of agitation programme in particular the work to rule in letter and spirit without which the Federation would not have been successful in resolving some of the crucial issues affecting the Officers fraternity.

MONETARY CEILINGS RAISED

FOR

CLEANSING MATERIALS

The facility of reimbursement towards cost of cleansing materials is available to the following categories of officers :

i) Officers provided with leased accommodation.

ii) Officers staying in own houses provided with furniture.

2. The ceilings were last revised in July, 2003. There was a strong case for revision in the ceilings as the cost of cleansing materials had increased considerably during the last four years. The matter was taken up by our Federation with the Management for increasing the ceilings to a realistic levels.

3. We are glad to advise that after protracted negotiations, the Management has agreed to revise the ceilings by 50% across the board w.e.f. 1.6.2007. The existing and revised ceilings are furnished below:

RATE OF INTEREST ON STAFF DEPOSITS

While introducing the `SBI Platinum Account' the Bank had reduced the concessionary rate of interest to 0.5% as against 1% in respect of our staff and pensioners.  

2. Matter was taken up by the Federation with the Corporate Centre vide Letters 6466/11/07 dt:23.1.07 and 6466/17/07 dt:5.2.07 (reproduced below).

3. Due to continued persuasion, we could succeed in restoring the 1% higher rate of interest on all types of deposits of staff /  pensioners with retrospective effect.

4. Members are requested to take note of the change.

PERSONAL BANKING

DOMESTIC TERM DEPOSITS

NEW PRODUCT: SBI PLATINUM ACCOUNT

We are glad to know that one of the positive steps taken to increase our market share in deposits is introduction of an attractive product "SBI Platinum Account" w.e.f. 22.01.2007.

2. It is a longstanding practice that, as an incentive, SBI's staff and pensioners are offered 1% above the rate of interest applicable to public deposits.  There is no other concession to the staff of Bank except exchange charges payable on DD / TT.  It is observed that in case of new product, under special rate instead of 1% above the rate applicable to the general public, 0.50% p.a. additional rate is offered to SBI staff, pensioners and senior citizens.  The staff depositors under the new category may be negligible as compared to the general public.  Hence, it may not cost heavily on the interest obligation.  The principle of 1% higher rate of interest to staff is a historic one and  feelings of staff have to be taken into account.

3. We are unable to understand the reason for reduction in the special rate applicable to staff in respect of new product `SBI Platinum Account'. We shall be glad if you will please review the decision and maintain historic special rate of interest to the staff deposits.

We invite a reference to our Letter No.6466/11/07 dt.23.01.07.

2. In Para 2 of the letter, we had requested you to allow 1% higher rate of interest to our staff on the `Platinum Account' as against 0.5% as envisaged in the scheme.

3. In this connection, we invite a reference to Regulation 30 of SBI Officers' Service Rules which reads as under:-

Preferential Interest Rates on Deposits

"The Bank may allow one per cent additional rate of interest over its ruling rate of interest on term deposits, savings deposits and recurring deposits in the name of an officer individually or jointly with any member of his family."

4. The denial of preferential rate of interest on staff deposits to officers, amounts to breach of Service Regulation 30 of SBI Officers' Service Rules.  Accordingly, we request you to maintain 1% higher rate of interest to our staff in respect of `Platinum Account' also as in the case of other deposits.

SILVER JUBILEE AWARD

QUANTUM INCREASED TO Rs. 5000/-

Hitherto, the Officers  on completion of 25 years of service were eligible for the `Silver Jubilee Award' which provided for presentation of a gift of the value of Rs. 2000/- to them.

2. For quite some time, our Federation has been demanding an increase in the existing quantum in the context of price-rise, and the need to motivate our members in the present era of competition, technology upgradation etc. A number of suggestions aimed at improving the present provisions of the scheme were offered. The matter was being followed up.

3. We are glad to advise our members that the Management has increased the quantum of gift amount to Rs.5000/-. Accordingly our members completing  25 years of service will be eligible for the memento worth Rs.5000/-. The other terms and conditions remain unchanged. The Department Head / Branch Manager should  present the memento to the eligible employee / officer on the date he / she is completing 25 years of service.

4. Members may please take note of the improvement in the scheme and be guided accordingly.

CIRCLE LEVEL AGITATION

AGITATION PROGRAMME TO RESUME

Please refer to our Circular No. 18 dated the 14th May, 2007 by which we had informed the members about our decision to temporarily suspend the agitation for a period of 10 days i.e. up to 23rd May, 2007 so as to give some time to the Circle Management to resolve various issues listed for agitation/strike. The management has failed to resolve any of these issues and the stalemate continues. As such, it has been decided to resume the agitation and observe one day Circle-wide token strike already scheduled for the 18th June, 2007. The details of the rescheduled agitation programme to be followed by all members meticulously is given below:

i) Work to rule and regulated working hours 30th May, 2007 onwards

in all Branches and Offices

ii) Demonstrations in front of LHO / ZOs June 1st, 5th, 8th & 12th, 2007

iii) Telegram to Chairman by LHO / ZOs 6th to 8th June, 2007

and all Branch Units

iv) Wearing of Black Badges 6th June, 2007 onwards

v) Dharna at LHO / ZOs 15th June, 2007

vi) One day Circle-wide token strike 18th June, 2007

As the members are aware, the issue of high interest rates on staff loans in general and personal and housing loans in particular have been agitating the minds of the Officers for quite some time. All India State Bank Officers' Federation has been deliberating on the issue and has sent a communication to the Chairman, State Bank, Corporate Centre, Mumbai, which is reproduced below for the information of members.

RATE OF INTEREST ON STAFF LOANS

The  Executive Committee of the Federation which met at Bhubaneswar on 18th May 2007 had an occasion to discuss the issue of rate of interest payable by the Staff on advances/loans availed by them.  The employees and officers of the Bank were enjoying several concessions on the loans in the earlier days. However, in course of standardization of service conditions and also on the plea of uniformity in the matter of all facilities extended to the officers, several special benefits available to our employees and officers have been withdrawn. 

2. The State Bank of India was having the housing loan facility free of interest, which helped the members in building their houses through co-operative societies.  The Bank withdrew this concession on the grounds of introduction of the individual housing loan scheme.  Thereafter, the bank continued to withdraw several other concessions available to the officers.  In course of time, the consumer loan which was an exclusive scheme in State Bank was brought on par with the industry with tougher terms and conditions. Similarly, in order to meet  some of the financial requirements of the members in emergent situations such as  education of children, marriage of daughters, medical treatment of family members etc., the facility of Personal Loan was introduced.  The scheme was a welfare scheme. The Bank should have structured the scheme in such a way that they should not make profit out of the staff loans.  There is every justification for permitting this facility free of interest.  Even otherwise,  the bank should not charge more than the interest component required for meeting the cost of the funds.  In fact, several banks including the Reserve Bank of India have been very considerate to their employees when it comes to the question of loans and advances at concessional rates of interest.

3. The Federation has been demanding reduction in the interest rate on advances and loans to the staff.  The Personal loan was made available to the employees of the Corporate Customer at a much cheaper rate when compared to our own rate of interest.  As rates of interest on staff loans are linked to PLR, as and when PLR goes up, it affects the staff rate also.  In fact, the bank should have considered our request and charged lesser rate than the rate charged to the Corporate Sector.  The members of the Executive Committee were therefore unanimous that the issue of interest rate on staff loans and advances needs to be taken up for a comprehensive review.  Hence, we request you to kindly advise the department concerned to review the interest rate charged on all the loans sanctioned to the staff, keeping in view the welfare of the officers community of the bank.

4. In case the department needs any further details/clarification, an exclusive meeting can be convened for the purpose at the earliest.

Please refer to our Circular No. 19 dated the 16th May, 2007 by which we had informed the members about Understanding reached between the Management of Corporate Centre and leadership of All India State Bank Officers Federation.

In this regard, now we are advised by the All India State Bank Officers Federation that Corporate Centre Management has gone back on its assurances in respect of Servant Allowance, Reimbursement of Petrol Expenses and various other issues on which the Understanding was reached earlier. Because of the volte face by the Management, Federation has been left with no alternative but to resume agitation and resort to one day protest strike on the 8th June, 2007 as per the notice served earlier.

A protest demonstration will be held in Car Parking at 1.35 pm on 5th June, 2007 to apprise the members of latest developments in respect of issues involved in the proposed strike of 8th June, 2007 and also the developments in respect of ongoing Circle level agitation.

Please refer to our Circular No. 28 dated 5.6.2007. A meeting between the management at the Corporate Centre and the leadership of All India State Bank Officers Federation held at Mumbai on the 7th June, 2007 and an agreement was reached on some of the issues.

In view of the developments, details of which are awaited, the all India one day token strike scheduled to be held on today i.e. 8th June, 2007 has been deferred. Details of the Understanding reached will be advised to the members as soon as the same are received by us from the Federation.

We congratulate all our members for their unstinted support and for effective implementation of agitation programme in particular the work to rule in letter and spirit without which the Federation would not have been successful in resolving some of the crucial issues affecting the Officers fraternity.

GUIDELINES FOR WORK TO RULE

As you are aware that the Circle Association has served a strike notice on the Circle Management in pursuance of various demands listed in the notice and has started an agitation programme w.e.f. 1st May, 2007 which, inter alia, include bi-weekly demonstration in front of Local Head Office/Zonal Offices and observance of work to rule. We have been receiving queries from various quarters regarding guidelines for implementing the work to rule programme, which are broadly as under:

i) All officers working in Branches/Administrative Offices should strictly observe regulated working hours (i.e. 7 hours with half hour lunch break). e.g. if a branch starts at 10'o clock, the working hours will be 10 am to 5 pm. No late sitting for any reason including inspection/audit and system fault.

ii) In 8 to 8 Branches, officers must insist on staggered duty timings not exceeding 7 hours.

iii) No work on Sundays/holidays or weekly off days.

iv) No meeting/seminars to be attended by any officer which is held on Sundays/holidays/weekly off days or outside the scheduled working hours.

v) Cash should be replenished in ATMs by Branch/CAC officials only during scheduled working hours under meticulous security arrangement. In particular, instruction regarding vehicle/accompanying 1 or 2 Guards should be strictly followed.

vi) No cash replenishment to be done on Sundays/working off days.

vii) Cash jams/repairs etc. in the ATMs to be attended only during working days within working hours only.

viii) Migration of branches to Core Banking Solution may be undertaken only during working hours that too when purity of data is fully ensured to the satisfaction of the branch staff and due training has been given to the staff.

ix) Regulated working hours programme mentioned above equally applies to Programmes/Project Officers who are not exempted from the same.

x) No officer will perform original work (clerical duties) during the period of agitation.

xi) No oral instructions/telephonic instructions will be followed by any officer during this period in particular regarding loans and advances, unless the same is followed by a written confirmation.

xii) All officers should work strictly as per rule i.e. in accordance with the Bank's laid down instructions without taking any undue risk thereby jeopardizing their career rendering themselves liable for punitive disciplinary and vigilance action.

xiii) All officers working in branches must give priority to the work pertaining to the customers and endeavour to take up and complete the work that may be accomplished within the stipulated regulated working hours. All back room work like preparation of returns/'P' report etc. should be accorded least priority and that be undertaken only if spare time is left out of the normal scheduled working hours.

xiv) Branch work be arranged in such a way that the branch cash is closed within working hours.

xv) CAC should ensure that cash withdrawal/deposit from the chest is done in such a way that chest is closed by 5 pm.

xvi) Not to attend official telephones after office hours. Switch off your official mobile phone after office hours i.e. between 5 pm to 10 am.

Dear Members,

SILVER JUBILEE AWARD

Further to our Circular No. 23 dated 23.5.2007, we are happy to advise that the Bank has since issued Circular No. CDO/P&HRD-LANDD/12/2007-08 dated 7.6.2007 (reproduced below) regarding the increase in the amount of captioned award. The salient features of the new instructions are as under:

i) Though the effective date of the scheme is 12th May 2007, all those officers who completed 25 years of service earlier to that will also get award of the enhanced amount i.e.Rs.5000/-.

ii) The officer concerned is not required to apply for the award, the onus to give which rest on the employer / controller who has to give the award within a period of one month of completion of the requisite period of 25 years.

iii) The award is to be presented either in the form of gold coin or a gift voucher of a prominent store so that the officer concerned can take an item of his choice rather than an item of Bank's choice.

iv) Every controller has to confirm by 31st August, 2007 that all officers who have completed the requisite service upto 31st July, 2007 have been given the award.

SILVER JUBILEE AWARD FOR EMPLOYEES

In continuation of our Circular No. CDO/P&HRD-LANDD/10/2007 dated 23/05/2007, it is clarified as under:

a) The effective date of the scheme shall be 12/05/2007.

b) There are cases where employees have already completed the stipulated period of service before the effective date stated above, but have not been given the award. In such cases, they shall be given the enhanced amount of award subject to the stipulations laid down in paras 3 and 4 of our circular dated 23/05/2007 referred to above.

c) The onus for ensuring that the Award is presented to an employee within one month of his completing 25 years' services lies on the employer. As there have been many delays in the past in giving the Award, all Branch Managers / Departmental Heads should ensure that every employee working under his control who has completed 25 years' service has already received the Award. In the case of any employee who has not received the Award, the Branch Managers / Departmental Heads should immediately arrange to bestow the award and record the same in the employee's service file. No application or request from the employee concerned should be insisted upon for presentation of the award.

d) The Award may be presented in the form of a gold coin of an intrinsic value of Rs. 5000/- or in the form of gift vouchers worth Rs. 5000/- of some prominent store with a wide range of choice of gift items. The choice may be left to the employee. The Award should, however, not be given in cash.

e) On or before 31/08/2007, all Branch Managers / Departmental Heads should furnish to their controllers a certificate in the following format:

"CERTIFIED that all eligible employees on the rolls of this Branch / Department, as on 31/07/2007 who have completed 25 years' service have received the Silver Jubilee Award. We have noted that in future every employee who is due for the Award should be given the same wthin one month of his/her completing 25 years of servuice".

A similar certificate should be sent by each Circle CGM to the DMD&CDO at this office latest by 30/09/2007 in respect of all eligible employees in the Circles.

Please bring the contents of this circular to the notice of all concerned.

UNDERSTANDING REACHED AGITATION DEFERRED IN RESPONSE TO THE APPEAL MADE BY THE CHIEF GENERAL MANAGER

Please refer to our Circular No. 9 dated the 1st May, 2007 by which call for an agitation culminating in one day token strike to be observed on 18.6.2007 was given by us to press the various demands listed therein.

2. The agitation started in right earnest and work to rule programme was implemented in the Local Head Office Complex and various branches in a highly effective manner for which our entire membership including our Senior Comrades in SMGS-IV & V deserve all appreciation. Demonstrations were also held at the Local Head Office and Zonal Offices and on 15.6.2007, dharna programme was implemented at Delhi and all the Zonal Headquarters in the most effective manner. During this period, several rounds of discussions were held with the Management at various levels as a result of which substantial forward movement was made in respect of various demands listed by us. Some of the contentious issues, however, remained unresolved due to which agitation continued till the very last day immediately preceding the strike date. In between, conciliation proceedings were taken up by the Regional Labour Commissioner (Central), New Delhi. Finally, the proposed strike and agitation has been deferred today in response to the written appeal made by the Chief General Manager, who has also assured us that the few unresolved issues will also be taken up for redressal and resolved to everyone's satisfaction at the earliest.

3. We thank the entire membership of the Circle who have all risen to the occasion to the call of the organization and participated in the agitation programme with great courage, conviction and determination even withstanding the pressure tactics unleashed by the Management. Our senior comrades in Scale-IV & V, in particular, showed tremendous grit and determination when they resolved to participate in the strike in total despite threatening letters issued to them by the Management to pressurise them. The unstinted support of the entire membership to the agitation programme and their readiness to recreate history by participating in a Circle Level Strike after several decades ultimately led the Management to settle the issues amicably. We also thank our Delhi Comrades, including a large number of lady members, who participated in a series of area meetings - held in South Delhi, Trans-Yamuna, Rohini and Chandni Chowk areas - in large numbers.

4. We also place on record our thank and gratitude to the Office of the Regional Labour Commissioner (Central) for their invaluable intervention for breaking the stalemate and bringing about settlement. We also thank the Federation for its voluntary and ever spontaneous active support for our cause and for giving call for countrywide demonstrations in all the Circles on our Strike Day and to all the affiliates of the Federation for expressing solidarity with us.

5. We are confident that implementation of various issues listed in the strike notice will take place in due course as per the understandings given by the Management and due relief shall accrue to the membership.

6. We, once again, thank our militant membership for enthusiastically participating in the agitation programme and making it a splendid success.

REIMBURSEMENT OF CASUAL LABOUR CHARGES

TO OFFICERS

One of the long-pending demands of the Federation was introduction of reimbursement of casual labour charges scheme to junior and middle management grade officers. With constant persuasion with the Management, we are successful in getting the scheme extended to all categories of officers. We also insisted for enhancing the existing ceilings for senior management grade officers and above. The following are the revised ceilings of casual labour charges to be reimbursed to all categories of officers w.e.f. 1st June '07.

REIMBURSEMENT OF CASUAL LABOUR CHARGES

Further to our Circular No. 36 dated 6.7.2007, we are happy to advise that the Executive Committee of the Central Board of Bank at its meeting held on the 3rd July 2007 has since cleared the proposal to revise the existing monetary ceiling in respect of reimbursement of casual labour charges to Officers in SMGS-IV and above and has also approved extension of the benefit to Officers in Scale-I, II & III. The revised ceilings are as under:

UFBU DECIDES TO REVIVE AGITATION PROGRAMMES

ALL INDIA STRIKE ON 12TH SEPTEMBER, 2007

TO CULMINATE IN INDEFINITE STRIKE

The UFBU at its meeting held on 22.8.2007 at Mumbai has decided to observe a day's All India Strike on 12th September, 2007 against IBA's non-serious attitude to implement MoU dated 21.3.2007 between IBA and UFBU.

2. We reproduce AIBOC Circular No. 38 dated 23.8.2007 for your information:

"More than 5 months have elapsed since IBA signed an MoU with UFBU at Delhi during the conciliation proceedings before the Chief Labour Commissioner (Central) on the issues of 2nd Option on Pension, Compassionate Appointment and Outsourcing. But due to the unhelpful attitude of IBA and the Government, the issues are remaining still unresolved. UFBU's letter dated 2nd August, 2007 addressed to the Chairman, IBA has also not evoked any positive response.

2. Under the circumstances, the UFBU at its meeting held at Mumbai on 22.8.2007 took stock of the situation and has decided to revive the agitation with immediate effect. The action programme consists of sending Telegram / Fax to Finance Minister and IBA on 28.8.2007, holding of demonstrations etc., culminating in a day's country-wide strike on 12th September, 2007 and in case of continued inaction by IBA / Govrnment, UFBU has proposed to call for an indefinite strike, the details of which will be circularized in due course. Text of UFBU Circular 20 dated 22.8.2007 is furnished overleaf.

3. Affiliates are requested to mobilize their membership and ensure implementation of the entire action programme with exemplary unity so as to convey the strong resentment of members to IBA / Government.

4. If the recent strike by Officers in the Oil Sector is any indication, our Managements wake up and act only when threatened with strike. Let us, therefore, demonstrate our solidarity through the strike as we have waited sufficiently without any results.

- Against IBA's non-serious attitude to implement our MoU dt. 21.3.2007

- UFBU decides to revive agitational programme

- All India Strike on 12.9.2007

- To culminate in Indefinite Strike

Vide our Circular No. 19 dated 3.8.2007, we had informed our Constituent Unions about the non-serious attitude of the IBA in implementing the MoU dt. 21.3.2007 signed between UFBU and IBA on our important demands viz. 2nd option for pension, compassionate appointments and stopping outsourcing in Banks. As decided in the meeting, a detailed letter was addressed to the IBA, Chairman demanding further discussions on the demands. Unfortunately, IBA has taken a negative stand of not inviting the UFBU for any discussions. In this background, a meeting of the UFBU was held at Mumbai on 22.8.2007. Com. L. Balasubramaniam (President, NCBE) presided over the meeting. Representatives of all the Constituent Unions were present in the meeting.

After detailed discussion, the meeting came to the unanimous conclusion that our agitational programmes have to be revived. Accordingly, the meeting decided on the following programmes.

1. Meeting IBA Chairman in a Deputation by UFBU leadership.

5. 12.9.2007 : All India Strike.

Further, programmes including the dates for the Indefinite Strike will be announced thereafter.

Comrades, it is unfortunate that after signing the MoU with the intervention of the Government, the IBA is now trying to backtrack from the issues. It is a very serious situation. We have no other alternative than to fight out this negative attitude and to settle our genuine and long pending issues. We call upon all our Units and the entire rank and file members to implement the programme effectively.
